A balcony garden fails when it tries to be a farm. It works when it is three pots you can see from the chair where you drink coffee.
Herbs, one leafy pot, and a saucer so the neighbour downstairs stays a neighbour.
Drainage before plants
A pot without a hole is a bucket. Use containers with drainage, and a tray underneath. Wet roots are the usual reason a first balcony garden dies.
Start with what you will eat
Basil, mint, parsley, a chilli if your sun is strong. A plant you cut for dinner gets attention. A plant you only look at gets forgotten.
Water on a cue
Tie watering to something you already do: the morning coffee, the evening close. Stick a finger in the soil. If it is damp, wait. If it is dry a knuckle down, water until it runs out the bottom.
One sunny corner
Most kitchen herbs want light. Put them where the sun actually lands, not where the shelf looks nice. Turn the pots once a week so they do not lean toward the street.
